Missions

Development of a regional strategy and a master plan to open up Nouakchott to its coastline whilst protecting the city from natural hazards

The SALN is developing an ambitious urban development project to open up the city to its coastal area and transform its extensive coastline into a transitional space between the city and the ocean. Whilst protecting Nouakchott from the risks of erosion and flooding, the project will enable residents to enjoy the coastline and new urban amenities through the creation of promenades, public spaces, and sports and cultural facilities within new neighbourhoods integrated into an overarching landscape plan. 

The development strategy proposed by setec has enabled the urban area to turn towards its coastline, thereby offering new uses, new facilities and new urban amenities to the residents of the three municipalities. 

An ambitious and resilient master plan has therefore been drawn up to ensure the long-term coherence of the entire coastal area and to serve as a design framework for the various future development projects.

The project comprises various phases, each involving collaborative planning and definition with the project’s stakeholders: 

  • Definition of an overall strategy (the project’s aims and general objectives) 
  • Planning and preliminary scheduling: Planning and confirmation of land acquisition
  • Development of the project concept and identity  
  • General project master plan: Drawing up a detailed master plan describing the project’s overall structure and design principles
  • Detailed master plan: a comprehensive plan setting out the specifics of the first phase of the project
  • Marketing support  
  • Technical documentation: preparation of the comprehensive technical documentation required for the first phase
  • Preparation of the documents required for the tender process for the first phase of the project
