Masterplan for the “Core heritage area” with Agence TER

In order to plan and organize the development of the Al Ula historical site and its surroundings, the Kingdom of Saudi Arabia, through the Royal Commission of Al Ula (RCU), launched several studies for 4 Masterplans covering the area. The delivery of the MP1, “Core heritage Area”, was entrusted to the Agence TER/setec consortium.

The objective of the MP1 is simple: to showcase the cultural and touristic aspects of an underdeveloped yet magnificent historical site, the first UNESCO World Heritage Site in the Saudi Kingdom.

In support of the urban and landscape design carried out by Agence TER, setec is responsible for:

  • Carrying out the phased synthesis of the urban, hotel and cultural programme, and of the population, employment and visitor development forecasts
  • The creation of an interactive tool allowing the synthesis of the land and property programme, interfaced with the financial model.
  • Define the daily mobility strategy for this part of the territory, as well as the service to the tourist sites
  • Propose a water resource management plan, both in terms of flood risks and management of drinking water resources (quantitative and qualitative approach) and wastewater treatment
  • Anticipate the energy supply issues of the new activities deployed on the site and offer avenues for optimization /rationalization
  • Implement a policy for the management and recovery of waste from future building sites, future tourist activities and the growth of towns
  • Anticipate the digital uses and telecommunications infrastructures that will result, in line with the ambitions in terms of digital experience for visitors and residents, within a unique Smart City strategy
  • Sizing and defining the technical infrastructure of all urban services and proposing rationalization solutions

The consortium focused, among others, on user experience for different types of users at different seasons and at different moments of the day/night cycle, scenic roads and viewpoints, cultural and historical heritage conservation and restoration, biodiversity preservation, multi-scale landscape, atmospheres, and light.

The project area is organized in a succession of Hubs, that the visitor experiences one by one, slowly uncovering all the wonders the site has to offer. Each Hub is studied under all the aforementioned themes; these reflections are compiled in a deliverable named “Journey Through Time” (254 pages).

These principles are then translated into Guidelines (569 pages), then phased in a zoned Action Plan.
