The objective of the ASTRE program financed by AFD is to support the education system improvement strategy implemented by the Moroccan Ministry of National Education and Vocational Training through a €80M loan over the 2017-2011 period. One of the priorities of the program is the ambition to develop school infrastructures through a program of renovation and extension of school buildings, for an investment of €8 million.
This programme focuses on two AREFs (regional education and training academies) considered to be priorities, which are in a particularly difficult situation in terms of access to education, particularly for girls, and in terms of isolation and the state of the buildings
Our services for ASTRE program
It consists of :
- Supervise and control the successful completion of the programme, in compliance with quality, cost and deadline objectives,
- Provide technical and methodological support to the project owner, both at the central level and at the level of its decentralised services,
- Participate in the capacity building of the actors, by sharing tools and methodology with a view to their appropriation by the services of the contracting authority,
- Ensure detailed, reliable and real-time reporting,
- Alert the AFD and the project owner to any possible drift in the programme.
The mission is carried out by :
- a setec organisation / setec Maroc team, in charge of managing the mission and developing tools and procedures,
- 2 teams of architects and technicians located in each AREF.
