The Schéma d’Aménagement Régional defines the RN3 linking St-Pierre to St-Benoît as a road of primary interest. As a substitute link in the event of closure of the coastal road, it enables the development of exchanges between the south and east of the island. It is also a major tourist route, serving a number of the island’s outstanding sites.

The existing itinerary has a number of singular points, all of which can slow traffic down or even cause congestion. A comprehensive review of the St-Pierre-Saint-Benoît link has been undertaken, leading to the production of several studies.

The St-Pierre-Col de Bellevue link, the last link in the operation, is the main element of the route.
Our work on the RN 3

Our missions for RN 3

setec organisation was entrusted with the task of assisting the Region in carrying out the public debate procedure and obtaining the opinion of the CDCEA. Given the size of the project, it is mandatory to refer the matter to the Commission Nationale de Débat Public.

The mission comprises three types of services:

  • Preparation of referral and support files
  • Production of communication media (exhibition panels, brochures, written press, audio-visual press, website, electronic contributions, etc.)
  • Assistance to the project owner during the consultation phases (meetings, public presentations, answering questions, advice, reports, minutes, letters, etc.).

These assignments are based on the preliminary studies already carried out. In addition, a socio-economic study was carried out.

The RN3 route

The existing route has a number of singular points, all of which are potential sources of traffic slowdown or even congestion:

  • Le Tampon crossing,
  • Crossing Col-de-Bellevue,
  • La Plaine-des-Palmistes crossing,
  • Saint-Benoît crossing.

A general review of the St-Pierre – St-Benoît link has therefore been launched.

Challenges

  • Manage traffic congestion at critical points such as Tampon and Col-de-Bellevue.
  • Organize and carry out the public consultation process, while integrating feedback from the various stakeholders.
  • Meet the requirements of the Commission Nationale de Débat Public (National Commission for Public Debate) in the context of a project of regional scope.
