Technical Assistance – Energy efficiency in Latin America

With a total budget of €80 million, the Euroclima+ program is a key financial program within the European Union’s (EU) aid package. Its main objective is to contribute to reducing the impact of climate change throughout Latin America.

Agence Française de Développement  (The French Agency for Development) is one of the five European agencies that have been assigned in 2017, the administration of the fund.

It is notably in charge of a budget dedicated to Energy Efficiency and Renewable Energies (total amount €10 million), in collaboration with the Spanish agency AECID (leader).

Among the 8 projects financed in this sector, 3 are supervised by AFD:

  • Argentina: energy sustainable municipal buildings
  • Colombia: Energy efficiency for small and medium-sized thermal energy industries
  • Ecuador (Galapagos): energy efficiency and sustainable construction on island zones

Our services for Euroclima program

The setec – TeraoGinger Burgeap consortium has been selected by AFD to provide long-term technical assistance for the projects for which they are responsible.

The mission includes a general assistance aspect, provided on a daily basis by a local consultant based in Bogota (Colombia). This assistance covers :

  • Supervision and monitoring of the three AFD projects
  • Clarification of technical assistance needed when required for the beneficiaries
  • Supporting the communication and visibilty of the energy sector
  • Reporting assistance on behalf of the EU, including the use of the EUCLIDES platform
  • Participation in the governance of the Energy sector: Piloting Committees, Working Groups, etc.

The mission also includes the possibility of providing ad hoc expertise on specific subjects:

  • Support for the structuring of projects
  • Proofreading of contract documents
  • Skills development
  • Benchmarking

Focus
EUROCLIMA was launched by the EU in 2009. In 2016, a new phase of the programme was launched and it was organised into 6 thematic sectors and a transversal sector on governance. Invitations to tender for projects were launched and 60 projects were identified. It is within the framework of this mission that the present project is being conducted.
